According to sources cited by Al-Anbaa newspaper, the Civil Service Commission is responsible for determining the allocation of employees sent abroad for advanced studies, including doctorates, master’s degrees, bachelor’s degrees, or academic diplomas. This decision is made in accordance with the budget allocated by the Ministry of Finance and necessitates approval from the employer.

The explanation sheds light on why the bureau has not dispatched employees to address specific needs in the labor market for scarce specializations. It clarifies that the approved number of employees aligns with the budget constraints outlined by the Ministry of Finance and cannot be surpassed. Furthermore, any employee seeking to pursue studies, whether on a mission or study leave, must obtain approval from their employer.

The sources underscored that notwithstanding these regulations, the bureau welcomes Kuwaiti employees from any ministry or government agency to pursue studies in select rare specializations. The bureau covers various expenses for these individuals, including salaries, allowances, tuition fees, and airline tickets for themselves and their dependents.
